Tommy Luckadoo, a Hickory resident who currently serves on the Catawba County Board of Elections, was sworn in as honorary consul for the European nation by Kristjan Prikk, the Estonian ambassador to the United States.  Honorary consuls are appointed through the nation they represent, with the U.S. State Department accepting those appointments.

Prikk said Luckadoo’s duties would range from assisting Estonian citizens in North Carolina to fostering cultural and business connections between Estonia and the United States and North Carolina.

In an interview after the ceremony, Luckadoo said he first learned about the opening for an honorary consul position about three years ago while he was at an event in Atlanta with the consul general of Estonia. He noticed an opening for a position in North Carolina and asked about it.

“I said, ‘What are you looking for?’ and she said, ‘Well preferably significant public and private sector experience and direct familial ties to Estonia, and I was thinking, ‘Huh, check, check, check,’” Luckadoo said.

He said the Russian invasion of Ukraine in 2022 also inspired him to take on the role.

“Seeing all those war refugees made me think of what Mom went through,” Luckadoo said. “It’s important to me now to be a member of the team, so to speak. I know I’m on the far end of the bench and I can’t do much, but helping people learn more about Estonia, just in case something happens in the future, is important to me.”

He also said he was interested in the Estonian government’s use of technology to deliver government services. Luckadoo said the reason he wanted the honorary consulate housed on the App State campus is because he thought the government’s focus on the subject would be a good fit with the university’s public administration program.
